I know your right about the funding, but my sister ran a lunch program from her children's Lutheran School and it was a government program. Poorer children received free lunches and other children only had to pay 1/2 price according to their parents income.

I went to this same school and back then the church offerings supported the school. Now since attendance is so poor they are charging tuition.
